Elon Musk Should Offer a Blanket Amnesty to all Former Users Suspended for their Political Beliefs

When Elon Musk finally takes control of Twitter I propose that he institute a global amnesty for every person who has been previously suspended. The brutal oligarchy that ruled Athens was overthrown by Thrasybulus in 403 B.C. who declared a general amnesty as a foundation on which democracy was restored. This was the earliest recorded amnesty but history is filled with examples of amnesties that successfully healed political divisions since then. I think amnesty would go a long way in healing the divisions caused by the political purges that have taken place on Twitter over the past several years.
My plan is simple:
Offer a new contract that allows ANYONE to use the platform within the boundaries of the law and certain objective limitations - a so-called bill of rights for Twitter users.
Temporarily remove all countermeasures that prevent suspended users from creating new accounts. Anyone on the planet should be allowed to create a NEW account as long as they agree to the new contract. All new accounts should charge a nominal lifetime fee of $5 to deter the creation of bot accounts and as consideration for the contract between Twitter and the user.
Offer to restore suspended accounts as long as they signup as paid users (something reasonable - perhaps a $100 reinstatement fee plus signing up for a year of Twitter blue).
Twitter was once known as the digital public square and the free speech wing of the free speech party. It is time for Elon Musk to promote reconciliation between the right and the left by reversing Twitterās recent political purges and providing amnesty for everyone.
